Well the card does at least appear to revive Eilistraee more in Realms. Of couse it is a MtCG item, that many might even reject as core canon.

The one thing I wonder about was is movement. One segment 10 foot, with 10 segments can a character move 100 foot? or only use that many segments up until they reach movement limit? I know you said was a working draft, so you know what you intend. A final draft might want to fill in some details.

If I read your plan correctly, a character can move 10 times faster indoor then outdoors. As it appears you have 35 feet movement per segment indoor, and 35 feet outdoor per minute for movement rate.

Not sure if I can add any ideas. Craving weapons does not strike me as permitted. Though it does not seem right that the toys are thrown away. Out of mistrust. Your Bard or Priestess should be able to present them in ways that they should be trusted. I think the DM is being unfair to have them trash...
